[BETA] Prompt the user for details to create a new user on registry server

--email Email of the user registered with the registry

--ligorc-path PATH path to .ligorc file.

--registry URL The url to a LIGO registry.

--skip-analytics Avoid ligo analytics publication. Configurable with environment variable LIGO_SKIP_ANALYTICS too

--username Username registered with the registry
